The "wrecking ball" is an analogy for time -- time that inevitably destroys everything, even the giants that played in the meadowlands -- all those heros we knew before are gone, replaced by new faces. Even the steel turns to dust, time takes all. Now, the singer is older, the game (his life) is almost over, all his youth and beauty turned to dust ("dust to dust"), and the clock (his time) is running out, and all his "little" victories and glories (i.e, insignificant in the face of history over time) are gone, and his hopes and desires scatterd (a common Springsteen theme of loss of dreams), and time keeps repeating the same thing over and over and over and over -- hard times come and hard times go.
